END CITIZENS UNITED
Citizens United was decided on First Amendment grounds, so no ordinary law can reverse it. It takes a constitutional amendment saying something like: Congress and the States may regulate the raising and spending of money to influence elections. That needs two-thirds of the House and Senate and ratification by 38 states, so it's a long fight.
While that's pending there are four things Congress can pass on its own.
Disclosure. Amend FECA so any group spending real money on election ads has to name its donors within 24 hours, including money routed through 501(c)(4) nonprofits that currently disclose nothing. The FEC writes the reporting rules.
Real names on ads. The disclaimer should name the people actually funding the ad, not the committee set up to hold their money. That's an FEC regulation change once Congress requires it.
Foreign-owned corporations. There's already a ban on foreign nationals giving. Extend it to domestic corporations above a foreign-ownership threshold. FEC enforces it, DOJ prosecutes the wilful cases.
Fix the FEC. Six commissioners, three from each party, so it deadlocks by design and enforcement goes nowhere. Give it an odd number of seats. That takes amending the statute that set it up.
